Guests being able to create\reply to topics?

I'm not sure if this is a bug or a simple permissions error but i noticed when i looking the "whos online page", it said there was a guest currently replying to a topic and when i logged off temporarily to see if the option to create topic\reply to a topic still shows. i found that it does. now i haven't explored the forum enough to see if this intended or not and if guests actually can respond but i thought this should be brought to attention regardless of whether it is intended or not. if it is intended to be like that, then in my opinion it's little odd allow a random guest who hasn't signed up to reply or create a topic but if that's how it's wanted then that's fine.

Yeah Guests who haven't registered can't post anything until they sign up for an account. That seems odd. I double checked the permissions and Guests are still not able to post. Could you possibly send a screenshot of what you were seeing if you're still on the page? Thanks.

Yeah, when i logout the option to create\reply to topics is still being displayed and when you scroll to the bottom of the any page where topics are listed (e.g the site feed back page), it clearly states that guests can't post anything and yet it's still showing the option when normally it wouldn't show at all. i know this from experience i since i have ran my own phpbb forum in the past as well being on other forums that use phpbb, so i'm wondering if it's something to do with the theme that is being used or there's a bug with cache on my end?

Edit: When i click the option to create/reply to topic. it simply redirects me to the logon page which makes sense but i think when that happens the forum registers the guest creating\responding to a topic on the "whos online" page instead of logging on or registering.
